Turkiye�de Yapisal Butce Dengesi ve Mali Durus

Abstract

Bu calismada amaclanan, yapisal butce dengesini hesaplayarak Turkiye�de 2006-2010 doneminde mali durusu ortaya koymak ve butce dengesinin devresel hareketlerden ne ol�ude etkilendigini belirlemeye calismaktir. Yapisal butce dengesinin uc asamada hesaplandigi bu calismada ilk olarak butce kalemlerinin milli gelire olan duyarliligi olculmus, ikinci asamada potansiyel milli gelir serisi olusturulmus ve son asamada da yapisal butce dengesi hesaplanmistir. Calismada elde edilen bulgular asagidaki gibi ozetlenebilir: Turkiye ekonomisi icin agirliklandirilmis vergi esneklik katsayisi 1,07 olarak bulunmustur. Yapisal faiz disi butce fazlasinin GSYIH icindeki payinda ise son yillarda bir azalma goze carpmaktadir. Maliye politikasinin, 2007 yilinda devresel hareketlerle ayni yonlu, 2009 yilinda devresel hareketlerle ters yonlu, 2008 ve 2010 yillarinda ise notr oldugu gozlenmektedir. 2009 yilinda maliye otoritesinin, kuresel finansal krizin de etkisiyle ekonomik istikrari on plana cikardigi gorulmektedir.
