Asgari Ucrette Yas Ayriminin Kalkmasinin Genclerde Isgucu ve Egitim Uzerindeki Etkileri

Abstract

[TR] Calismada asgari ucretin genc erkeklerde isgucu ve egitim durumlarini nasil etkiledigi incelenmistir. Sureksizliklerin farki yontemi kullanilarak, 2014 yili Ocak ayinda asgari ucrette yas ayriminin kaldirilmasinin 16 yasin altindaki genclerin istihdam, issizlik, isgucune katilim, egitim ve ne istihdamda ne de egitimde olma olasiliklari uzerindeki etkisi analiz edilmistir. Bulgular, yasa bagli asgari ucret uygulamasinin terk edilmesiyle genc erkeklerde istihdam ile isgucune katilimin azalirken, issizligin arttigina isaret etmektedir. Ote yandan, bu politika degisikligi egitimi olumlu yonde etkileyerek mevcut egitim politikalariyla ortusmektedir. Ne egitimde ne de istihdamda olma durumundaki olumsuz etki ise, genclerin uygun egitim politikalari ile egitime yonlendirilmeleri ihtiyacini daha fazla ortaya koymaktadir.[EN] This study estimates the impact of the youth minimum wage policy on labor market and education outcomes of young males. Using difference-in-discontinuities approach, I analyze the extent to which abolishing age-specific minimum wage policy affects employment, unemployment, labor force participation and being neither in employment nor in education. The results suggest that removal of age-specific minimum wage structure reduces youth employment and their labor force participation, while increasing their unemployment. Yet, this policy change supports compulsory education policies via increasing youth education. Since policy change increases probability of being neither in employment nor in education, youth should be directed towards school with appropriate policies.
