Ringvirkninger av direkte innovasjonsvirkemidler: En drøfting

Abstract

Ringvirkninger av virkemidler for innovasjon er nå i fokus internasjonalt. OECD gjennomførte i 2000 en undersøkelse av de sosioøkonomiske effektene knyttet til ulike innovasjonspolitiske virkemidler. Undersøkelsen viste at den samfunnsøkonomiske effekten av de direkte virkemidlene er, sett under ett, svak. Studier av norske direkte virkemidler gir imidlertid et betydelig mer positivt bilde: direkte støtte bidrar til vedværende endringer av bedriftenes innovasjonsatferd og til utvikling av kompetanse som senere blir etterspurt av andre bedrifter. STEP har på oppdrag fra Forskningsrådet sett nærmere på studier som kan kaste lys over følgende spørsmål: Hva vet vi om økonomiske og kunnskapsmessige ringvirkninger av direkte virkemidler? Hvilken effekt har direkte innovasjonsvirkemidler - i hovedsak brukerstyrte forskningsprogrammer og SNDs bedriftsstøtte - på andre bedrifter?
