Les choix budgétaires divergent dans les économies avancées

Abstract

À la suite du déclenchement de la Grande Récession, la politique budgétaire a fait son retour en grâce comme instrument de stabilisation conjoncturelle. Ainsi, entre 2008 et 2010, une forte impulsion budgétaire a été mise en œuvre pour éviter que la récession se transforme en dépression comme en 1929. Après ce franc soutien budgétaire, une phase d’austérité a été engagée jusqu’en 2015. Enfin, en 2016 et en 2017, la politique budgétaire a été plutôt neutre. À partir de 2018, la politique budgétaire redeviendra très active dans les principales économies avancées. Outre-Atlantique, l’application du programme économique de D. Trump se traduit par une impulsion budgétaire conséquente en 2018-2019 (+1,5 point de PIB en 2018 et+1,0 point en 2019), qui sera partiellement compensée en 2020(-0,7 point de PIB). En zone euro, la politique budgétaire sera très légèrement expansionniste en 2018 (+0,3 point) et en 2019 (+0,2 point) pour redevenir neutre à horizon 2020. Enfin, au Royaume-Uni la politique budgétaire restera restrictive (-0,3 point par an entre 2018 et2020). Ainsi, la politique budgétaire aura des orientations hétérogènes au sein des grandes économies avancées au cours des prochaines années (graphique 41). [Premier paragraphe]
