Abstract

Les débats récurrents sur le système de minima sociaux témoignent de la difficulté qu’il y a à penser l’articulation entre protection et incitation. Un soupçon de paresse pèse toujours sur les allocataires de minima sociaux. Faut-il instaurer une obligation de travail minimum pour les allocataires du RSA ? Ce travail doit-il être non rémunéré comme le suggérait Laurent Wauquiez il y a quelques mois, ou rémunéré comme le propose Marc-Philippe Daubresse dans son rapport rendu récemment au Président de la République ? (...).
