L'échange international, les frontières et les institutions de marché

Abstract

L'intensification des flux internationaux de biens et de capitaux est loin d'avoir aboli l'importance des frontières dans les relations économiques entre nations. L'un des facteurs explicatifs de cet effet-frontière tient au caractère national des institutions qui garantissent les contrats sur lesquels repose tout échange commercial ou financier. La diversité des cadres législatifs produit en effet une incertitude dont les coûts peuvent être importants. Si une relative convergence des institutions économiques s'observe, une plus grande vulnérabilité à leur fragmentation est apparue avec l'évolution de la nature des échanges et des intervenants sur les marchés de biens et de capitaux. Aussi, l'intégration internationale nécessite que les États soient capables de coordonner l'action d'institutions publiques solides, garantissant l'intégrité des contrats privés, même lorsque ceux-ci sont échangés au-delà des frontières.
