L'élargissement de l'Union européenne à l'Est : peut-on éviter l'échec ?

Abstract

L'ouverture de négociations d'adhésion avec cinq nouveaux pays de l'Est constitue un geste politique de l'Union européenne. Mais plusieurs pays concernés n'ont pas réussi leur transition à l'économie de marché et sont incapables de respecter les règles du Marché unique. Comment éviter que les négociations ne s'enlisent ou que, à l'inverse, l'adhésion n'intervienne avant que les problèmes n'aient été résolus ? Pour soutenir la relance de la transition, l'aide financière de l'Europe ne suffira pas. Il faudra que l'Union participe au renforcement des compétences et de la crédibilité des institutions nationales dont la faiblesse a freiné ou bloqué les réformes des années quatre-vingt-dix (...).
