Abstract

Les deux premières parties du rapport traitent des causes générales et spécifiques de l'inégal accès des femmes et des hommes aux emplois supérieurs des fonctions publiques (stéréotypes de sexes, obstacles à la vie professionnelle, déroulement de carrière, etc). Les troisièmes et quatrièmes parties ouvrent des voies et avancent des propositions pour favoriser l'égal accès des femmes et des hommes aux emplois supérieurs de la fonction publique (objectifs concrets, suivis et évalués ; améliorer la connaissance des inégalités ; réduire et organiser le temps de travail ; agir sur les voies d'accès et les conditions de recrutement ; intervenir sur le déroulement de carrière ; développer des actions transversales pour favoriser les recommandations).
