L'utilisation des enquêtes de conjoncture pour modéliser et prévoir la production industrielle

Abstract

La prévision du niveau de la production industrielle est au cœur de l'analyse conjoncturelle. L'article montre l'importance du rôle des variations de stocks dans les fluctuations de court terme de la production ; mais l'évolution des stocks est mal connue puisque statistiquement on ne peut la mesurer que par solde. On compare ensuite quatre méthodes dont disposent les conjoncturistes pour analyser les comportements de stockage et de production à horizon rapproché, en utilisant les enquêtes de conjoncture de I' INSEE. Il n'est pas possible de mettre en évidence directement le schéma théorique où les industriels ajusteraient leurs stocks à un niveau de référence. Par contre une part notable des fluctuations de stocks peut être expliquée à partir de l'enquête stocks et des fluctuations non anticipées de la demande hors stocks. Enfin il apparaît qu'à horizon trimestriel les entreprises ont la capacité de réagir quasi-complètement aux fluctuations de la demande, ce qui jette un doute sur l'intérêt de l'enquête « production prévue ». Mais des fluctuations importantes des variations de stocks restent inexpliquées.
