La prime pour l'emploi, un instrument ambigu

Abstract

A la mi-janvier 2001, le gouvernement a présenté les modalités de la nouvelle Prime pour l’emploi. C’est une date importante pour le système fiscalo-social français puisqu’apparaît un nouvel instrument. Son élaboration a été délicate : les projets initiaux, l’impôt négatif ou l’Allocation Compensatrice de Revenu, n’ont pas été retenus par le gouvernement ; le projet adopté par le Parlement, la suppression de la CSG-CRDS pour les bas salaires, a été refusé par le Conseil constitutionnel. Cet instrument poursuit deux objectifs : augmenter le niveau de vie des travailleurs pauvres ; inciter à la reprise d’un emploi des personnes peu qualifiées. Ces objectifs peuvent-ils être atteints avec un seul instrument ? (...).
