« Aides sociales » : un rôle majeur dans la réduction de la pauvreté monétaire en France

Abstract

L’importance du système de protection sociale et le financement public des systèmes de santé et de retraite expliquent une grande partie du différentiel des dépenses publiques entre la France et le reste des pays de l’OCDE (voir billet de blog OFCE : « La France (presque) ‘championne du monde’ de la dépense sociale et de la baisse de la pauvreté »). Ainsi, une grande part des droits aux transferts sociaux ouverts sont directement liés aux cotisations sociales payées (en retraite et en assurance chômage notamment). De fait, la majorité des prestations versées n’ont pas de visée directement redistributive. A contrario, les minima sociaux, la Prime d’activité, les allocations logement ou encore certaines prestations familiales ont un objectif explicite de redistribution et de réduction de la pauvreté monétaire.
