Abstract

Au début du mois de juillet 1787, devant l’impossibilité de trouver un accord entre « grands » et « petits » États américains sur les principes de l’architecture institutionnelle de leur possible union, les travaux de la Convention de Philadelphie étaient suspendus, juste avant la fête nationale. Le 16 juillet 1787, les conventionnels, à nouveau réunis, adoptaient la proposition du délégué du Connecticut, Roger Sherman, connue plus tard sous le nom de « Grand compromis », et franchissaient du même coup le pas décisif vers la signature, puis la ratification de la Constitution des États-Unis. L’Union européenne saura-t-elle élaborer son « Grand compromis » à temps après l’échec retentissant du sommet de Bruxelles des 12 et 13 décembre derniers ? (...).
