Abstract

Public sector innovation is increasingly expected to improve service quality, strengthen institutional capacity, and support long-term transformation. However, many government innovation initiatives remain fragmented and incremental. This paper develops and applies an innovation portfolio mapping framework to examine 64 Thai public sector innovation projects implemented between 2022 and 2024. Drawing on 30 in-depth interviews and portfolio mapping, the study classifies initiatives by policy domain, innovation orientation, degree of institutional change, and maturity/scalability. The findings show that Thailand?s public sector innovation landscape is active, diverse, and increasingly digital, but unevenly distributed. The paper positions innovation mapping as a practical tool for diagnosing portfolio imbalance and guiding a shift from project-based incrementalism toward a more balanced innovation portfolio.
