Abstract

В отчете рассматриваются причины продолжающегося спада производства и сокращения инвестиций в России на современном этапе. В работе обосновывается необходимость прямых методов регулирования экономики со стороны государства, которые могут сменяться косвенными не сразу, а постепенно, по мере достижения в экономике материально-финансовой сбалансированности. Проанализированы взаимоотношения ЦБ РФ и коммерческих банков, которые при соблюдении соответствующих условий (ощутимая государственная поддержка, разумное законодательство, восстановление платежеспособности предприятий и др.) способны стать из потенциальных реальными инвесторами, и сыграть в этой связи большую роль в возрождении российской экономики. В работе описан исторический опыт: взгляды Х.Раковского, заметного деятеля международного революционного движения на финансовые проблемы переходной экономики России.
