Abstract

Дана оценка степени отражения природного капитала в системе национальных счетов, с учётом которой выработаны принципы расширения как структуры основных счетов, так и содержания макроэкономических показателей. Для построения экологически ориентированной системы национальных счетов взаимоотношения общества и окружающей среды выражены в терминах кредитно-денежных отношений, что позволило перейти к учету экологического фактора аналогично учету внешнего государственного долга и воспользоваться уже разработанной теорией его обслуживания. На основе анализа системы национальных счетов ООН????(версии 1968 и 1969 г.г.) выработаны принципы нового подхода к построению системы, ориентированной на устойчивое развитие; предложена концептуальная модель, отражающая все аспекты устойчивого развития, которая может быть использована в качестве основы для системы национальных счетов, обеспечивающей эффективное использование накопленной в ней информации.
