Abstract

В результате работы над темой были получены следующие выводы: Ассимиляция парниковых газов и, прежде всего CO2 осуществляется экосистемами среди которых бореальные леса России занимают ведущую роль. Потенциал по ассимиляции парниковых газов становится ввиду ожидаемого потепления климата ограниченным ресурсом и приобретает положительную экономическую оценку. Доказано, что в её основе - дифференциальная рента. Формирование рентных отношений в этом секторе будет возможно как результат институанализации отношений по поводу использования ассимиляционного потенциала. Эта институанализация выражается в распределении квот на выбросы CO2 между различными государствами (подписание соответветвующего международного соглашения должно состояться в Киото в конце 1997 года). В научном отчете предложены численные методы измерения экономической оценки ассимиляционного потенциала, основанные на определении затрат замещения. Сформулированы рекомендации по позиции России на международных переговорах по ограничению выбросов парниковых газов.
