Abstract

Современные проблемы, связанные с воспроизводством, использованием и охраной природных ресурсов в РФ, вызваны высокой ресурсоемкостью существующего производства, недостаточной эффективностью экономического механизма природопользования, низким уровнем пополнения бюджетов различных уровней за счет ресурсных платежей, ведомственной разобщенностью системы управления природопользованием, отсутствием механизмов комплексного природопользования. Стратегической целью государственной политики рационального природопользования является создание правовых, экономических, социальных и других отношений, необходимых для обеспечения нынешних и будущих поколений ресурсами, достижения высокого качества жизни людей и устойчивого развития страны. Для решения данных задач подготовлен макет Концепции государственной политики в сфере воспроизводства, использования и охраны природных ресурсов.
