Abstract

В работе развиваются методологические и методические основы эколого-экономического обоснования развития новых технологий. Рассматриваются подходы к междисциплинарным исследованиям правовых, экономических, экологических и естественнонаучных вопросов, связанных с технологической перестройкой. Предлагаются пути совершенствования законодательной базы стимулирования экологически чистых технологий и разработки эколого-экономических сценариев оценки технологий. В условиях перехода к рыночной экономике формируются подходы к изучению взаимосвязей экономических и экологических показателей, включая определение замыкающих затрат на продукцию природоэксплуатирующих отраслей и совершенствование оценок экономического ущерба от загрязнения как составляющих экологических издержек развития новых технологий. Разработана концепция создания системы экологического страхования в условиях расширения прав местных органов власти.
