Abstract

Работа посвящена проблемам финансового обеспечения программ и мероприятий в сфере охраны окружающей природной среды в условиях перехода к рыночной экономике и разгосударствления собственности. Проанализированы основные современные источники финансирования природоохранных программ и мероприятий и даны рекомендации по совершенствованию их классификации. Разработаны исходные принципы разграничения финансовой ответственности за осуществление природоохранных мероприятий между предприятиями, субъектами федерации и федеральными органами управления применительно к специфическим условиям кризисной эколого-экономической ситуации в стране.
