Abstract

Сделаны обобщения по согласованию эколого-экономических интересов субъектов процесса природопользования. Обосновывается понятие лица, принимающего решение при таком согласовании. Дается анализ влияния индивидуальных стратегий управления субъектов природопользования на выбор атмосфероохранных и ресурсосберегающих мероприятий. Разработана модель, имитирующая процесс торговли разрешениями на сбросы сточных вод и основанная на использовании принципа пузыря. Предложены варианты определения лимитов на сбросы, реализующие различные взгляды на справедливость их распределения. Проведены расчеты на конкретной информации по бассейну реки, результаты которых показали эффективность торговли разрешениями на сбросы. Модель готова к внедрению в практику использования рыночных методов управления водопользованием.
