Abstract

В работе исследуется роль рынка в оздоровлении окружающей среды, обосновывается необходимость создания административно-экономической системы управления природопользованием в условиях перехода к рыночной экономике, раскрывается содержание структурных компонентов этой системы, включающей системы природоохранного нормирования и экологического контроля; системы экономического стимулирования снижения загрязнения окружающей среды и рационального использования природных ресурсов; системы рыночных институтов по оказанию экологических услуг и экологическому страхованию; механизмы установления цен на продукцию природоэксплуатирующих отраслей в соответствии с мировым уровнем, обеспечения учета экологических требований при оценке экономической эффективности и выборе проектных вариантов на всех стадиях и уровнях принятия хозяйственных решений.
