Abstract

Как показано в представленном отчете, опережающий рост сырьевых отраслей вызывает снижение эффективности общественного производства, их ориентация на экспорт связана с притоком в страну иностранной валюты и вывозом капитала, а также с ростом издержек в обрабатывающей промышленности, перераспределением доходов и инвестиций в пользу сырьевого сектора. Опровергается широко распространенный тезис, согласно которому доходы бюджета формируются за счет экспортной выручки. В действительности, за счет выручки от экспорта формируются валютные резервы (в настоящее время - излишние), тогда как в бюджет поступает доход от эмиссии. Обосновывается вывод о том, что качественное сокращение сырьевого экспорта и ввоза иностранной валюты не причинит вреда экономике, но, напротив будет способствовать оздоровлению всех ее сфер, включая денежно-кредитную систему. Рассмотрены проблемы, возникающие на денежном рынке в связи с кризисными явлениями банковской системы.
