Abstract

В работе рассматриваются вопросы государственной поддержки и стимулирования экспорта. Обосновывается необходимость создания в России системы государственной поддержки экспортеров и целесообразность использования в этих целях опыта, накопленного в зарубежных странах. Показано, что в зарубежных странах государство помогает экспортерам преодолевать три типа барьеров стоящих на пути экспорта: 1) барьеры, связанные с мотивацией экспортера; 2) информационные барьеры и 3) ресурсные барьеры. В этих целях экспортерам оказывается поддержка, принимающая различные формы. Формы и масштабы поддержки, предусматриваемые различными экспортными программами, серьезно различаются в разных странах. В работе анализируется опыт государственной поддержки и содействия в: 1) промышленно развитых стран; 2) государствах с переходной экономикой; 3) развивающихся странах.
