Abstract

Обосновывается необходимость введения новой формы государственных унитарных предприятий (ГУПов) взамен применяющейся в настоящее время формы ГУПов, основанных на праве хозяйственного ведения и неконкурентоспособных по сравнению с частными предприятиями. Для ГУПов в строительстве даются рекомендации по разработке смет на возводимые ими объекты и по делению валового дохода на сумму нормативной прибыли и коллективный фонд оплаты труда. В работе также показывается, что реформирование железнодорожного транспорта может осуществляться не только путем предоставления железнодорожных путей частным компаниям, занимающимся грузовыми и пассажирскими перевозками, но и путем передачи соответствующих работ новым ГУПам, которые будут соревноваться и с частными компаниями, и между собой.
