Abstract

В монографии исследуется комплекс теоретических и практических проблем, связанных с формированием качественно новой для страны методологии рыночных экономических отношений в системе государственных закупок. Проанализированы и обобщены исследования российских и зарубежных авторов по вопросам сущности и роли государственных закупок в современной смешанной экономике. Рассмотрена правовая база и практический опыт регулирования системы государственных закупок. особое внимание уделено ряду актуальных проблем развития рынка государственных закупок, системе контрактных отношений как института, устанавливающего общие рамки взаимодействия и регламентирующего механизм реализации государства заказчика с хозяйствующими субъектами. Даны рекомендации и предложения по формированию институциональных условий для наиболее эффективного использования государственных ресурсов в сфере государственных закупок. The monograph examines complex of theoretical and practical problems linked with formation of qualitatively new methodology of the market economic relations in the public procurement systems in Russia. The author researched and summarized analysis of russian and foreign experts on the issues devoted to nature and role of public procurement in the modern mixed economy. The legal base and practical experience of public procurement system regulation were thoroughly reviewed in this work. Special attention is paid to a number of urgent problems of the development of procurement market and the system of contractual relations as economic institute which established general frameworks of cooperation and regulation among state as a customer and economic entities.
