Abstract

В статье анализируется институциональная среда развития государственно-частного партнерства в России, которую составляют в том числе законодательно-правовые нормы. Проведен сравнительный анализ законов о ГЧП нескольких регионов России. На основе результатов, полученных в ходе исследования, автор приходит к выводу о наличии определенных противоречий между целями создания ГЧП и существующими сегодня законами о ГЧП. The article focuses on institutional framework of public-private partnership in Russia, which includes principles of law and legal texts. In the article there is a comparative analysis of the laws that govern public-private partnership (PPP) in different Russian regions. As a result author comes to the conclusion, that nowadays there are several contradictions between the aims of organizing public-private partnership and the laws governing PPP.
