Regionale Preisindizes in der Schweiz – welche Verfahren lassen sich auf Deutschland übertragen?

Abstract

Es ist unbestritten, dass zwischen einzelnen Regionen und Landesteilen Unterschiede in den Preisen für Konsumgüter und Dienstleistungen bestehen. Eine umfassende Berechnung von regionalen Preisniveaus wurde bisher weder in der Bundesrepublik Deutschland, noch in der Schweiz vorgenommen. Dies obgleich aus der Berechnung des Verbraucherpreisindex (in der Schweiz dem Landesindex der Konsumentenpreise, LIK) detaillierte Informationen über die Entwicklung der wichtigsten Preise und über die Preisentwicklung eines bestimmten Güterbündels (Warenkorb) vorliegen. Vor einer Berechnung von regionalen Preisniveaus sind aber wichtige methodische Fragen zu klären. Die vorliegende Studie stellt einerseits die Erhebungsmethodik bei der Berechnung des schweizerischen Landesindex der Konsumentenpreise (LIK) dar und geht – wiederum aus der Sicht von Forschungsprojekten mit Daten aus der Schweiz – auf die Kernfrage der Vergleichbarkeit von Gütern zwischen Regionen und Landesteilen ein...
