Ökonometrische Messung regionaler Preisniveaus auf der Basis örtlich beschränkter Erhebungen

Abstract

Obwohl die Unterschiede in den Lebenshaltungskosten über die Zeit hinweg eine entscheidende Rolle in der Theorie und Politik der Regionalökonomik spielen (Jüßen, 2005), sind die Kenntnisse über regionale Preisniveaus in der EU äußerst gering. Nationale statistische Ämter erheben Preisdaten nicht flächendeckend. Vielmehr Preiserhebungen werden üblicherweise punktuell durchgeführt, um den Verbraucherpreisindex (VPI) für Länder und Nationen zu berechnen. Obgleich die statistischen Ämter der Länder Inflationsraten für die 16 NUTS 1 Regionen in Deutschland ermitteln, erlauben die Daten keinen interregionalen Preisvergleich. In Großbritannien ermittelt die private „Reward Group“ regelmäßig Lebenshaltungskostenindizes (cost-of-living indices, COLI) für 11 Makroregionen, die unter anderem für die Berechnung regionalisierter Löhne und Gehälter verwendet werden (Johnston et al., 1996). Informationen über regionale Preisniveaus auf einem niedrigeren regionalen Niveau, beispielsweise für NUTS 2 oder NUTS 3 Regionen, sind gewöhnlich nicht verfügbar...
