Fiscalitatea, consumul si investitiile. O analiza de panel pentru tarile europene

Abstract

Am urmarit în acest studiu sa verificam efectul modificarilor veniturilor ?i cheltuielilor bugetare (în total ?i pe componente) asupra celor doua componente ale cererii interne - investi?iile private ?i consumul gospodariilor - pentru grupul de ?ari UE-28 ?i intervalul 1995-2014. În ce prive?te investi?iile private, ritmul acestora pare a fi diminuat semnificativ de cre?terea ponderii veniturilor publice totale în PIB poten?ial, semnul corela?iei confirmând teoria economica, mai precis efectul contrac?ionist al impozitarii. Dintre componentele veniturilor bugetare, semnificativ (atât statistic, cât ?i economic) este doar impactul negativ al contribu?iilor sociale ale companiilor, asupra investi?iilor. Analizând structura cheltuielilor publice, rezultatele arata ca doar consumul public stimuleaza investi?iile, de?i semnifica?ia statistica este redusa. Pe de alta parte, investi?iile publice ?i salariile bugetare par a reduce ritmul investi?iilor private, argumentul cel mai frecvent invocat fiind concuren?a pentru resurse financiare între cele doua categorii de investi?ii. Impactul fiscalita?ii asupra consumului final privat este si el unul eterogen; atât cheltuielile cât ?i veniturile publice totale sunt corelate pozitiv cu consumul gospodariilor. Dintre componentele cheltuielilor, investi?iile publice sunt corelate pozitiv cu consumul privat, rezultatul putând fi explicat prin cre?terea veniturilor din sectorul privat, în urma acestor investi?ii. Pe de alta parte, ponderea în PIB poten?ial a consumului public este invers propor?ionala cu evolu?ia ritmului consumului privat. Printre componentele veniturilor publice care influen?eaza semnificativ ritmul consumului men?ionam impozitul pevenit ?i contribu?iile angajatorilor. Impactul negativ al acestora este conform teoriei economice, confirmând caracterul contrac?ionist al impozitarii.
