Abstract

Social security systems represent one of the strongest institutional expressions of social solidarity. Thus, one of the main purposes of social cohesion is the reinforcement of social security systems. Development of each new member state with the aim of reducing the gaps is in large part dependent on absorption capacity, which represents the degree to which a member state succeeds in a finite amount of time (usually, during one fiscal year) to absorb and utilize the funds made available to it from the European Union’s budget, this being based on the administrative capacity of the country in question and the institutional capacity to realize, develop and implement projects to attract European funds.
