Abstract

Russia and the world at large face the problem of increasing efficiency of delivering government services in the social sphere. One of the directions to deal with this problem is to engage private sector providers (private providers) in delivering these services. Quite an important factor of increasing efficiency of service delivery in the social sphere is competition between public and private providers for public funding. In this paper, when analyzing international experience, the focus is on those sectors of the social sphere where the government took upon itself obligations to provide services for free and where there is an extensive budget network, namely education and health. The purpose of the study is to identify the main problems and directions of increasing efficiency of providing services in the above sectors by public and private providers. Review and analytical method was used. There was conducted an analysis of review and analytical materials. The literature studied does not allow to assert that any of the two sectors – public or private – is capable of providing services in the social sphere inherently more efficiently than the other. A trend of service hybridization was identified: services are increasingly provided by the combined forces of public and private sectors and remain less and less purely public or purely private. Some narrower trends and challenges were identified and possible approaches to them were proposed, which implies further research.
