Abstract
The subject areas of the research are issues related to improving the effectiveness of state social assistance to poor groups of the population on the basis of the social contract system (SSA SC). The purpose of the research is to construct proposals for the development of SSA SC based on its transformation into a program with complex socio-economic effects. The relevance of the research topic is determined by the necessity to improve the effectiveness of the current system of social contracts in the Russian Federation, to im- prove the methodology for measuring its effectiveness with the inclusion of the economic aspects of SSA SC functioning in the scope of the developed assessments. The scientific novelty of the research consists in developed within the research framework the new approaches to measurement the economic effects of SSA SC at the level of target subjects of the Russian Federation with the largest share of the population with incomes below the established poverty line. The methodology and methodological approaches implemented within the research framework were based on taking into account the impact of SSA SC activities on the development of target regions economy, in measuring of which dynamics a system of indicators constructed within the framework of national accounting statistics is used. The main results of the research include: methodological approaches proposed to measuring the economic efficiency of SSA SC and its activities, developed estimates of the economic efficiency of SSA SC for various scenarios of the program implementation in the target subjects of the Russian Federation, assessment of the impact of the program economic effects on the level and dynamics of the basic indicators of the regional economy development, proposals for the development of SSA SA as a program of social assistance to the poor population groups, based on the model of growth and stabilization of household incomes in the conditions of socio-economic development of the target subjects of the Russian Federation. Conclusions and recommendations. The methodology used in Russian practice to measure the effectiveness of SSA SC is mainly focused on achieving formal indicators of income growth for population groups participating in the program, with- out taking into account factors that ensure their stabilization and reduction of the risks connected with deterioration of the financial situation of the corresponding households groups. The main disadvantage of the methodology used is caused by the lack of a model formalizing the relationships of SSA SA activities with socio-economic effects that can potentially be obtained during the implementation of the program in the subjects of the Russian Federation with the largest share of the poor population. The model proposed in the research and based on the use of social accounting matrices, allows forming the comprehensive assessments of the effectiveness of SSA SA activities as a regional-level program, which can be extended on the processes related to production activities, formation, distribution and use of resources included in economic turnover as a result of its implementation in target regions.
