Abstract

The relevance of the study is related to the need for HR transformation of public authorities, the introduction of modern technologies in the organization of their personnel work. An essential condition and characteristic of such a transformation is the digitalization of HR processes, which will significantly reduce the labor costs of searching and preparing information, analyzing personnel work, selecting candidates for civil service, evaluating performance, personnel records management and document management. The object of the study is the digital transformation of public authorities. The goal is to identify the main trends of digital transformation of public authorities. Research objectives: to study the directions and positive effects of digitalization of the HR sphere; to consider the role of digital platforms in the transformation of HR; to identify the characteristics of personnel platforms in the public service. To solve the research tasks, the following methods are used: theoretical analysis of trends in the field of digitalization of personnel processes; comparative analysis, generalization. The result of the work was the systematization of the processes of digital development of the HR sphere of public authorities. The main conclusions relate to the improvement of personnel processes in the system of public authorities. The results of the study can be used in the interests of such structures as the Personnel Department of the Government of the Russian Federation, the Office of the President of the Russian Federation on Civil Service and Personnel Issues to develop measures to improve the digitalization of personnel processes in the system of public authorities.
