Abstract

The research work is devoted to analyzing the assessment practice in the public civil service, defining conditions and factors affecting the level of maturity of assessment in the HR technology system, and determining the possibilities for the introduction of unified procedures for personal and professional diagnostics and assessment in the activities of the government HR services to improve the effectiveness of personnel policy implementation in the civil service. In the process of researching, based on the analysis of trends characterizing the development of approaches to assessment in the civil service, directions for increasing the effectiveness of personnel policy were determined; proposals were substantiated for the formation of a system of unified procedures for personal and professional diagnostics and assessment in the civil service of the Russian Federation; methodological recommendations were developed and identified. The conditions necessary for the large-scale implementation of a system of unified procedures for personal and professional diagnostics in the state civil service of the Russian Federation.
