Abstract

In the context of increasing the effectiveness of public administration, while maintaining the problems of attracting and retaining the most professional and competent personnel, the issues of improving the efficiency of working with reserves of managerial personnel as a quality management system for the personnel of the public administration sphere are of particular relevance and importance. Based on the explication of theoretical and methodological approaches to the essence of personal and professional development management, a scientifically-based model is proposed to increase the efficiency of using the personnel potential of public administration leaders based on the formation and development of reserves of managerial personnel at all levels.
