Abstract

In public procurement in the markets, situations often arise when participants, instead of competing with each other for government contracts, distribute shares in the public procurement market and overestimate the price level above the competitive one. In this paper, it is proposed to use the methods of econometrics, mathematical statistics and machine learning to predict the likelihood that a purchase involving these counterparties on the supplier side and other candidates to win the competition will be the subject of a successful complaint to the FAS in terms of a cartel agreement between suppliers.
