Analysis of the budgetary consequences of the transition to the federal contract system

Abstract

This paper identifies the main changes in the Russian public procurement legislation in terms of their potential impact on the effectiveness of public procurement, provides an overview of the specifics of contractual relations in the “state-to-state” procurement segment. The report also presents an empirical research of the consequences of the changes studied and the analysis of the results. It was found that despite the much wider and deeper coverage of all stages of public procurement, changes in legislation cannot lead to the solution of the existing problems. It was revealed that in a significant proportion of the procurement in the “state-to-state” sector, it is not a compensation for “market failures”. Such situation can result in a decrease in the efficiency of relevant economic sectors as well as in the deterioration of the main functions of the public sector. The empirical analysis of the budgetary consequences on the example of the construction industry also cannot confirm the effectiveness of the federal contract system.
