Social Policy in the Peripheral Areas: Current Issues

Abstract

The paper discusses the problem of providing social services in places that can be attributed to the "Russian province" - namely, the peripheral areas, which are characterized by intensive processes of depopulation. The outflow of population, the degradation of human capital, an aging workforce in the social sphere - all of these processes require a different approach to the organization of social services. At the federal, done these features are often not taken into account, which puts stringent barriers to optimizing the social costs of such areas. The report is based on field research in the peripheral areas of Tomsk, Vologda, Kostroma regions and Perm.
