Reform of the System of Public Authorities in the Developed World: The Experience of the United States and New Zealand

Abstract

This paper describes the history of the reform of the federal authorities in OECD countries by the example of the United States and New Zealand. First of all, in a brief description of the size of institutions (number of employees) and pay systems used in government agencies in several countries, as well as an overview of the rules practiced there for office purpose and principles of recruitment. The following describes the results of a private study of the history of reforming public bodies on the example of the United States and New Zealand. Finally, an analysis of issues relating to all countries pursuing similar reforms.
