Manuskriptstaus behindern den Wissenschaftsbetrieb

Abstract

Im Wissenschaftsbetrieb wird zu viel geschrieben, zu wenig gelesen und das, was veroeffentlicht wird, ist durch den erheblichen Zeitverbrauch der Begutachtung und der Drucklegung bereits nicht mehr aktuell. Zentraler Ansatzpunkt ist ein Manuskriptstau, der durch ein Ueberangebot an qualitativ fragwuerdigen Manuskripten hervorgerufen wird. Die Kapazitaeten der Zeitschriften, insbesondere auch der Begutachtungsapparat, werden ueberfordert und zum Engpassfaktor. Im Mittelpunkt der Ueberlegung einer Entlastung steht die Steuerungsfunktion pekuniaerer Anreize, konkret: Einreichungsgebuehren, Autorenhonorare und Gutachterentgelte. Darueber hinaus werden Hinweise zur Verbesserung der organisatorischen Ablaeufe bei Zeitschriften gegeben.
