Die Energieeinsparverordnung (EnEV) - eine ordnungspolitische Analyse

Abstract

Die Bundesrepublik Deutschland hat sich international auf Ziele zur Minderung des CO2-Austosses verpflichtet. Aehnlich anderen europaeischen Laendern wurden zu Beginn des Jahres 2002 die Energiesparnormen - hier die Energieeinsparverordnung (EnEV) fuer Gebaeude - fortgeschrieben, und zugleich methodische Weiterentwicklungen vorgenommen. Darueber hinaus bestehen auf EU-Ebene Aktivitaeten, die die energetische Bewertung von Gebaeuden und der Anlagentechnik zum Ziel haben und gegebenenfalls nationale Anpassungen notwendig machen werden. Unter der Beruecksichtigung praktischer Erfahrungen nach gut einem Jahr der Einfuehrung wird in den nachfolgenden Ausfuehrungen eine ordnungspolitische Analyse der EnEV vorgenommen. Im Vordergrund der Untersuchung stehen der Beitrag zur Minderung des CO2-Ausstosses bzw. des Energieeinsatzes, die Wirtschaftlichkeit der getroffenen Massnahmen sowie moegliche Anreizwirkungen zu innovativen Technologien. Mit den Ausfuehrungen wird versucht, eine Bruecke zu schlagen zwischen technischen Anforderungen und oekonomischen Konsequenzen.
