미얀마의 대외관계 정상화 경험과 북한에 대한 시사점(Myanmar’s Experience of Normalization of Foreign Relations and Its Implications for North Korea)

Abstract

북한은 최근 국가 전략노선 변경과 개혁인사 중용 등을 통해 경제건설에 힘 을 쏟고 있다. 북한은 노동당 제7기 제3차 전원회의(2018. 4)에서 ‘경제·핵 병진노선’의 완성을 선언하였으며, ‘사회주의 경제건설 총집중노선’으로 전략노선을 변경하였다. 이어 2019년 신년사에서도 ‘한반도 비핵화’와 ‘사회주의 경제건설’을 다시 한번 강조하였다. 한편 김정은 위원장은 집권 후 상당 기간(2013.6~2019. 4) 박봉주 내각총리를 중용하였는데, 박봉주 前내각총리는 북한에서 급진적인 조치로 평가받는 ‘7·1 경제관리개선조치(2001. 7. 1)’의 후속작업을 주도한 개혁적인 인사로 평가 받는다. 이 같은 일련의 조치들은 북한이 체제전환을 이행해 나아가는 것이 아닌가 하는 기대를 낳고 있다. North Korea has been recently concentrating all its efforts into economic development, changing its economic strategies and appointing new personnel to key positions. The North convened the Party Conference of the Central Committee of the Workers’ Party of Korea on April 21th, 2018 and proclaimed the completion of two long-time commitments (the parallel pursuit of both economy and nuclear armed forces), and proposed the intensive strategy of constructing an economically powerful socialist state. In 2019, Chairman Kim Jong-un stressed once again the denuclearization of the Korean Peninsula and the construction of a socialist economy in his new year’s address for 2019. In addition, former Prime Minister Park Bong-ju, an official who served as prime minister for a lengthy period of time (June 2013 – April 2019) since Chairman Kim became leader of the country, has been found to be leading the “7.1 Improvement Measures for Economic Management” announced on July 1, 2001. Such a series of measures is raising hopes that North Korea is moving toward a transition of its economic system.
