3기 푸틴 정부의 ‘대외정책개념’과 정책적 시사점 (Third-Term Putin Government's ‘Concept of Foreign Policy’ and Korea-Russia Cooperation)

Abstract

Korean Abstract: 러시아는 2000년부터 ‘러시아연방 대외정책개념(Concept of the Foreign Policy of the Russian Federation)’이라는 명칭의 대외정책 독트린을 발표해왔다. 외무부가 작성하여 대통령령에 의해 승인되는 ‘대외정책개념’은 대외정책노선, 즉 대외경제정책을 포함하여 모든 대외정책의 기본원칙, 우선지향, 목표 및 과제 등을 규정하는 가장 기본적인 문서이다. 지난 2013년 2월 12일 발표된 ‘대외정책개념’은 형식적인 면에서 2000년, 2008년 ‘대외정책개념’과 기본적으로 유사하게 구성되었다. 하지만 내용적인 면에서 글로벌 경제위기와 ‘아랍의 봄’ 이후 변화된 세계 정치‧경제 상황을 반영하고 있으며, 이에 따라 대외인식, 지구적 차원의 우선과제, 지역별 차원의 우선과제가 조정되었다는 점에서 3기 푸틴 정부의 대외정책지향을 규정한 새로운 독트린이라 할 수 있다. English Abstract: Since 2000, Russia has announced a foreign policy doctrine under the Concept of the Foreign Policy of the Russian Federation (hereinafter, the “Foreign Policy Concept”). The Foreign Policy Concept, which is created by the Ministry of Foreign Affairs and approved by a Presidential Decree, is the most basic document that defines the basic principles, preferential orientations, objectives, and tasks related to foreign policies, including foreign economic policy. The Foreign Policy Concept updated on February 12, 2013 is structured in a similar manner as those of 2000 and 2008. In terms of content, however, it reflects the global economic crisis, and the changed global economic-political situation since the Arab Spring. Accordingly, it can be considered a new doctrine that defines the orientation of the foreign policies of the third-term Putin Government in that Russia’s priorities for the global and regional levels have been modified.
