개도국의 공급망실사 대응과제와 국제협력에 대한 시사점(Supply Chain Due Diligence and Developing Countries: Challenges and Implications for International Cooperation)

공급망실사는 글로벌 분업체계가 급진전하던 1990년대 들어 ESG 이행, 동등한 경쟁 환경(level playing filed) 조성의 일환으로 출발하였으며, 유럽을 중심으로 제도화되면서 기업의 실질적인 의무 사항으로 발전하였다. 여기에 더해 최근에는 지정학적 요인으로 인해 공급망실사가 공급망 블록화의 수단으로까지 사용되고 있다. 공급망실사 규제는 실사의무가 부여된 기업뿐만 아니라 해당 기업의 공급망 내 협력사들에도 영향을 미친다는 점에서, 개도국 기업에도 부담으로 작용한다. 한국의 대부분 산업의 중간재, 원자재 조달이 개도국 생산 네트워크에 의존하고 있는바, 개도국의 공급망실사 대응 역량 강화는 한국에 중요한 현안이다. Supply chain due diligence emerged in the 1990s, during the rapid advancement of global division of labour, as part of ESG implementation and efforts to create a level playing field. It became institutionalised, primarily in Europe, evolving into a substantive obligation for companies. Furthermore, recent geopolitical factors have led to supply chain due diligence being utilised as a means of supply chain blockading. Supply chain due diligence regulations impact not only the companies subject to the due diligence obligation but also their suppliers within the supply chain, thereby placing a burden on companies in developing countries, too. As most Korean industries rely on developing countries’ production networks for intermediate goods and raw material procurement, strengthening developing countries’ capacity to respond to supply chain due diligence is a critical issue for Korea.
