Abstract

경제안보 가치 달성을 위해 각국 정부 주도로 산업정책 및 경제안보 전략경쟁이 격화된 요즘, 전략경쟁의 선두에 서기 위해 자국의 이익만을 우선시하는 정책 경향에 대한 우려가 커지고 있다. 자국 중심적인 산업정책과 경제안보 전략이 어떻게 세계 및 한국 경제에 영향을 미치고, 한국의 전략적 선택은 어느 방향으로 이루어져야 하는지에 대한 논의가 필요한 시점이다. 본 연구에서는 최근 새롭게 정의되고 있는 산업정책을 자국의 경제안보 가치 달성을 위한 정책적 수단의 부상으로 해석한다. 나아가 고립주의적인 산업정책 경쟁 기조에 대응하여 체계적인 전략 방향 수립을 위한 원리 및 세부 전략을 담은 한국형 산업정책 프레임워크를 제시한다.This paper investigates the global race in industrial policy and its intersection with national economic security strategies, examining how the Republic of Korea (ROK) can establish its strategic direction to mitigate risks from policy competition while maximizing its national interests. Driven by isolationist motives, a new trend in industrial policy has emerged, leading to the fragmentation of global value chains and, even worse, toward “deglobalization.” This trend threatens not only the international free trade system but also potentially undermines the ROK’s economic security interests. To address these challenges, we draw upon empirical and model evidence to propose strategic positioning for the ROK through clearly defined industrial policies. (the rest omitted)
