중국 국가전략의 변화와 한·중 관계에 대한 함의(Changes in China’s National Strategy and Its Implication for ROK-China Relations)

Abstract

2013년 출범한 시진핑체제는 개혁개방 시기와 다른 국가정체성을 바탕으로 새로운 국가전략을 추구하고 있다. 즉 경제발전에 초점을 맞춘 개혁개방 시기와 달리 이념적으로는 사회주의적 가치와 모델을 강조하고, 대외적으로는 ‘글로벌 대국’을 넘어 ‘글로벌 강국’의 지위를 추구하고 있다. 그에 따라 국내적으로는 ‘중국공산당(이하: 중공)의 영도(이하 당 영도)’를 강화하는 방향으로 국가 거버넌스 체제를 개편하고 있으며, 대외적으로는 과거보다 훨씬 적극적·공세적인 방식으로 행동하고 있다. 이러한 변화는 한·중 관계에도 새로운 도전을 제기하고 있다. 본서는 중국의 국가전략 변화를 종합적으로 분석하고, 이 변화가 우리 대중국전략에 주는 시사점을 도출하고자 했다. 이에 본서는 다음 두 가지 질문을 제시하고 논의를 진행했다.
