Abstract

개도국의 산업수요에 부응하여 산업기술인력의 양성을 지원하는 직업교육 훈련(TVET) 사업은 우리나라 공적개발원조(ODA)의 주력 분야 중 하나로 동남아, 중앙아시아, 중남미, 중동, 아프리카 등 거의 모든 지역을 망라하고 있으며 점차 증가하는 개도국의 협력수요를 감안할 때 앞으로 더욱 탄력을 받을 것으로 예상된다. 그동안 한국이 실시해온 직업교육훈련 ODA 사업의 추진 과정을 관찰해 보면 인력수요 전망에 대한 분석이 체계적으로 이루어졌다고 보기는 어렵다. 직업교육훈련 사업의 효과성을 제고하기 위해서는 직업훈련센터 건설이나 교육기자재 제공 등 하드웨어 지원과 커리큘럼 등 교육 과정 계획 수립에 앞서 인력수요 전망에 대한 체계적인 방법론을 개발하고 이를 통해 예측력을 높이는 것이 무엇보다도 중요하다고 할 수 있는데, 그동안 한국이 실시해 온 인력수요 조사 방법으로는 이러한 요구를 충족하기 어렵다. Technical and vocational education and training (TVET) programs are a critical area within the official development assistance (ODA)mandate of Korea. Korea is implementing TVET projects in a wide range of regions, including Southeast Asia, Central Asia, Latin America and the Caribbean, the Middle East, and Africa. Considering the increasing demand for TVET from developing countries, Korea is expected to continue and expand its TVET projects. Korea has not been conducting systematic labor market forecast in the preparation and implementation of TVET projects. Developing systematic labor forecast methods and increasing predictability of labor demand should precede actual hardware supports, including the construction of job training centers and distribution of training materials as well as curriculum development, in order to increase the efficiency of TVET projects. However, the labor demand forecasts conducted by Korea up to now largely fall short of these expectations.
