Abstract

ASEAN(Association of South-East Asian Nations, 동남아시아국가연합)은 현 정부가 추진 중인 신남방정책의 핵심 협력 대상지역이다. 한국 정상은 2017년과 2018년에 걸쳐 베트남, 인도네시아, 필리핀을 순방하며 협력의지를 공고히 했다. 또한 ASEAN은 중국을 제외하고 가장 빠르게 성장하는 지역이자 한국의 경제 다변화 대상으로서 중요한 의미를 지닌다. 특히 ASEAN 경제공동체(AEC: ASEAN Economic Community)가 2015년 말에 출범한 이후 제조업과 서비스업 투자에 대한 관심이 높아지고 있다. 최근 이러한 관심은 인프라 부문에 대한 투자로 이어지고 있다. 한국정부는 2018년 9월 ASEAN 각국의 장관과 수석대표, ASEAN 사무총장이 배석한 가운데 한ㆍASEAN 인프라 장관회의를 처음으로 개최해 지속가능한 인프라 구축을 위한 협력과 역내 연계성 강화를 도모했다. 또한 2018년 11월 한ㆍASEAN 정상회의를 계기로 ASEAN의 급격한 도시화에 대응한 도시 내 삶의 질 개선, ASEAN 스마트시티 네트워크 등을 통한 지속가능한 도시화 및 스마트시티 부문의 협력 촉진 필요성을 재확인했다. 2018년 10월까지 신남방지역의 인프라 수주액(전체 수주액의 40.9%)은 이미 중동 지역의 수주액(전체 수주액의 35.5%)을 초과했다. 정부가 신남방지역, 특히 ASEAN의 인프라 시장에 주목하는 이유이다. This study aims to prepare the way for Korean infrastructure construction companies to enter the ASEAN infrastructure market which is growing in line with the rise of the ASEAN economy. To this end, the study examines the characteristics of ASEAN infrastructure markets and each countries’ development plans and efforts to improve ASEAN connectivity taking place in the background. In addition, it provides implications for Korea by comparing the support strategies of Korea with those of Japan and China for entering the ASEAN infrastructure markets. The study also identified difficulties by surveying the management practices of Korean construction companies operating in the ASEAN infrastructure markets. The lessons learned from the companies’ inroad into the business were summarized and government’s support policies were also analyzed based on them. Finally, based on these analyses, we provide policy suggestions for the Korean government.
