Post-2015 개발재원 확대 논의와 한국의 대응방안 (Study on the Financing for Development in Post-2015 Era: Policy Implications for Korea)

Korean Abstract: 밀레니엄개발목표(MDG) 달성 시한을 1년 남겨두고, 국제사회는 2015년 이후의 개발 프레임워크에 대한 논의를 진행 중이다. 인권·평등·지속가능성의 3대 기본 원칙하에 지속가능발전(sustainable development)이 중장기 비전으로 설정된 상태이며, 비전을 실현할 행동목표로서 지속가능발전목표(SDG)가 도출될 예정이다. 지속가능발전목표는 MDG의 핵심 목표인 빈곤퇴치는 물론 글로벌 환경변화와 새로운 도전 과제를 반영하여 매우 포괄적으로 설정될 전망이다. 또한 개발의 성과뿐만 아니라 그 성과의 지속가능성이 강조될 것이다. Post-2015 논의의 가장 큰 특징은 새로운 목표뿐만 아니라 목표달성을 위한 이행수단이 강조되고 있다는 점이다. 이에 따라 글로벌 파트너십과 개발재원이 핵심 이슈로 다뤄지고 있다. 선진국-개도국 또는 공여국-수원국의 이분법적 접근방식에서 벗어나 개발의 주체를 신흥개도국, 시민사회, 민간 부문까지 확대하고 상호협력을 강화해야 한다는 것이 글로벌 파트너십 논의의 핵심이다. 한편 개발재원에 관한 논의는 개발수요가 여전히 존재하고 기후변화, 에너지 고갈 등 새로운 도전과제에 대응하기 위해서는 개발재원이 확대되어야 하며, 재원의 출처와 조성방식도 다양화해야 한다는 것이다. 이 연구는 Post-2015 체제를 대비하여 개발재원 확대 조성을 위한 국제사회의 최신 논의동향을 상세히 분석하고, 이를 바탕으로 한국의 개발재원 관련 정책 수립에 시사점을 제공하는 것이 목적이다. 이를 위해 첫째, Post-2015 개발 프레임워크 관련 주요 문서와 재원 수요를 추정한 기존 문헌을 검토하였다. 둘째, 개발재원 조성과 더불어 핵심 이슈로 떠오르고 있는 개발재원 측정 관련 쟁점을 분석하였다. 셋째, 개발재원으로서 민간재원의 중요성에 대한 인식하에 다양한 금융수단을 활용하여 민간재원을 동원하고 이를 개발협력에 활용하는 독일과 프랑스의 사례를 분석하였다. 또한 민간재원의 역할이 특히 주목되는 기후변화 분야의 논의를 검토하였다. 마지막으로 한국의 개발재원 조성 현황 및 특징을 타 DAC 회원국과 비교분석하고, 향후 개발협력 강화를 위한 중장기 재원 동원 방안을 제시하였다. English Abstract: With only a year left on the timeframe set for the conclusion of the Millennium Development Goals, the international community is actively in the process of developing a new framework which will set the tone for the international development scene after 2015. Centering on the values of human rights, equity, and sustainability, the Post-2015 Development Framework is expected to show a mid- to long-term vision in tackling global challenges and environmental changes. In this regard, this research report seeks to analyze the key issues in the Post-2015 Development Framework. The report reviews the discussion on increasing the finance for development and seeks to draw implications for Korea in order to respond appropriately to the issue. Financing for development is deemed central to achieving the goals in the Post-2015 Development Framework. Considering the current circumstances where the international environment changed rapidly while new challenges arise, additional financing is absolutely necessary in the pursuit of renewed development goals. As a consequence, Korea must expedite the progress in expanding the development agenda as well as increasing finance for development. Financing for development is viewed as total official support for development (TOSD), which encompasses traditional Official Development Assistance as well as all other official flow of resources.
