노동수급 불균형 해소를 위한 국가간 인력교류 활성화 방안 연구(Implication of Immigration Policies for Labor Market Tightness)

최근 인구구조 변화와 기술 발전으로 인해 산업별, 업종별, 지역별, 숙련수준별 노동수급 불균형이 심화하고 있다. 이를 해소하기 위한 대안으로 국가간 인력 이동 활성화가 제시되고 있으나, 이민자 유입의 효과와 비용을 정확히 파악하여 적정 이민자 수를 정하는 것은 여전히 사회 난제로 남아있다. 본 보고서는 외국인력 유치가 특정 산업 및 숙련 수준에서 공급 부족을 완화할 수 있는 대안이 될 수 있는지 파악하기 위해 크게 세 가지 과업을 수행했다. 첫째, 한국과 주요국(지역)의 노동시장 수급 및 이민제도 변화 양상, 인력 교류 관련 주요 쟁점을 검토했다. 보고서는 먼저 한국의 관련 현황과 쟁점을 살핀 후(2장), EU, 북중미, 일본, 아세안, 인도의 사례와 비교한다(3장). 둘째, 숙련 및 비숙련 인력의 국가간 이동과 관련된 제도의 효과를 정량적으로 분석하는 연구를 수행했다. 각 장의 분석은 EU 역내 자유이동(4장), 한국 고용허가제(5장), 서비스무역협정 Mode 4 양허(6장)를 대상으로 한다. 셋째, 상기한 주요국 제도 검토 및 실증분석 결과를 바탕으로 한국의 맥락에 맞는 정책 대안을 제시한다(7장). 각 장의 구체적인 내용은 다음과 같다. Recent demographic and technological changes have deepened labor market imbalances – disparity between labor supply and demand - across industries, regions, and skill levels. Although international migration is often proposed as an alternative to mitigate these imbalances, assessing the economic and social impacts of immigrant inflows remains challenging. This report examines whether the influx of foreign labor can help ease Korea’s labor shortages by (1) reviewing the immigration policies of Korea and other major countries (Chs. 2-3) , (2) conducting empirical analyses on the effect of labor mobility (Chs. 4-6), and (3) proposing policy options for Korea (Ch. 7).
